Indien ist als größte Demokratie der Welt ein wichtiges Vorbild und zugleich ein enger Partner Deutschlands. Die indische Botschaft in Berlin und Botschafterin Mrs. Mukta Dutta Tomar setzen wichtige Impulse, um Verständnis und Austausch zwischen beiden Ländern zu fördern und sich gegenseitig über Innovationen, Transformationsprozesse in Gesellschaft und Wirtschaft und Entwicklungsstrategien zu informieren.

Als herausragendes Ergebnis bisheriger Zusammenarbeit ist die Initiative MAKEINIAMITTELSTAND zu nennen, die auf Anregung deutscher Wirtschaftskreise und der indischen Botschaft in Gang gesetzt wurde. Diese hat zum Ziel, einen breiten Mittelstand in Indien aufzubauen. Inzwischen wurde das deutsche duale Berufsausbildungssystem adaptiert, denn Indien hat einen sehr großen Bildungs- und Fachkräftebedarf. Mit einer Bevölkerung von über 1,339 Milliarden Menschen können die vielen Herausforderungen der Modernisierung nur bewältigt werden, wenn jährlich mehr als 1,5-2 Millionen neue Berufsanfänger ausgebildet werden.

Gleichzeitig hat Indien aufgrund seiner großen Bevölkerungszahl andere Strategien der Innovation und Digitalisierung entwickelt, als in Europa und USA. Es gibt in Indien eine viel stärkere sozioökonomische Sicht auf Transformationsprozesse, wie zum Beispiel am Leitbild „Frugal Innovation“ deutlich wird, bei dem das High-Tech-Streben nach „immer mehr, immer besser“ ersetzt wir.
Stattdessen wird auf vereinfachte, anwendungsorientierte und massentaugliche Lösungen gesetzt, die preissensible Marktsegmente erschlie0en, und auch für ärme Bevölkerungsgruppen geeignet sind. Eine Strategie, die soziale Gleichheit und gemeinsames Wachstum fördert – und schnelle Marktverbreitung erreichen kann.

Aus deutscher Sicht wird das zum Teil kritisch gesehen, weil man vor allem digitale Kontrollmechanismen befürchtet. Aus indischer Sicht sorgt die IT-Regulierungspolitik aber für Chancengleichheit, auch zwischen Stadt und Land. Die einheitliche biometrische Erfassung von Personendaten und landeseinheitliche Bezahlschnittstellen schaffen aber sozioökonomische Voraussetzungen für breite Marktzugänge, Teilhabechancen, Arbeit und schnelles Marktwachstum und Wohlstandschancen.

Es gibt also viel voneinander zu lernen – und aus unterschiedlichen Perspektiven kooperativ zu entwickeln. Vor allem kann die kleine Demokratie in Mitteleuropa viel von der größten Demokratie auf dem indischen Subkontinent über Demokratie hinzulernen. Es geht um „gutes Regieren“ – englisch „Good Governance“.

“Good Governance – How Innovative Approaches Can Really Make a Difference: Indian Experience”

The Embassy of India, Berlin in collaboration with Indian Council of Cultural Relations (ICCR), New Delhi organized a Seminar on “Good Governance – How Innovative Approaches Can Really Make a Difference: Indian Experience” on Wednesday, January 16, 2019 at the Embassy Auditorium.

1. The Seminar focused on the democratic ethos of India and the achievements attained through Democratic Governance and Development Governance. Representatives of Think Tanks, representatives of businesses and industry, members of diplomatic corps, members of Indian Diaspora in Germany, media and other opinion makers from India and Germany participated in the Seminar. Ambassador of India to Germany Mrs Mukta Dutta Tomar, in her welcome remarks, highlighted the strong connect between Democracy and Good Governance and the importance of citizen participation in Good Governance.

3. The Inaugural Speech was delivered by Dr. R. Balasubramaniam, Development Scholar, Leadership Trainer, Social Innovator, Public Policy Advocate and Author. In his speech, Dr. Balasubramaniam shared his experiences on how Good Governance and Democracy could impact and change the lives of ordinary people. He explained how India is, today, on a path of socio-economic transformation, and how Good Governance is the driving force behind the same. In this regard, he highlighted the initiatives launched by the Indian government towards inclusive development.

4. This was followed by a session on “Changing Face of Democratic Governance through Innovations and Greater Public participation”, which was moderated by Dr Balasubramaniam. The panellists included Ambassador Bernd Muetzelburg, former German Ambassador to India; Mr. Ashok Aram, CEO (Europe, Middle East and Africa) Deutsche Bank; and Prof.Dr. Rahul Mukherji,Professor and HOD, Department of Political Science, South Asia Institute, Heidelberg University. The panellists discussed about the importance of public participation in governance and the role played by technology in changing the face of democratic governance.

5. Another sessionon “Indian Economy: Prospect and Retrospect” was organised as part of the Seminar, moderated by Mr. Syed Zafar Islam, Director Air India, Ex investment Banker and Former Managing Director, Deutsche Bank. Mr. Sapthagiri Chapalapalli, Vice President & Managing Director, Germany & Austria, Tata Consultancy Services; Mr. Hermann Mühleck, India Business Network Leader – Germany, Switzerland and Austria, and also Associate Partner, E&Y; and Dr. Caroline King, Director, International Government Relations, SAP were the panellists. The participants discussed the economic policies of present Indian Government which are transforming the lives of common people, and the revolutionary change that is being observed in the mindset of the people – of aspiration, of change, of participation in governance – all that is helping in building a New India.

6. The Seminar concluded with a Valedictory Address by Prof. Sushma Yadava, Vice-Chancellor, Bhagat Phool Singh Mahila Vishwavidyalaya, Sonipat, Haryana, India and Prof. Public Policy and Governance, IIPA, New Delhi. Prof. Yadava highlighted the policies of the Indian government for the marginalised sections of society. She also explained the initiatives of the Government that have helped in empowering women in the country.

7. The Seminar offered an opportunity for the participants to understand how India has implemented innovative policies and technologies in attaining Good Governance in a democratic framework under the leadership of Prime Minister Shri Narendra Modi.
